TOULOUSE, France (AP) ? Riot police set off explosions outside an apartment building early Thursday in an effort to force the surrender of a gunman who boasted of bringing France “to its knees” with an al-Qaida-linked terror spree that killed seven people.

As the standoff dragged into a second day, hundreds of heavily armed police, some in body armor, cordoned off the five-story building in Toulouse where the 24-year-old suspect, Mohamed Merah, had been holed up.

Three explosions were heard and orange flashes lit up the night sky near the building. An Interior Ministry official said the suspect had gone back on a previous decision to turn himself in ? and that police blew up the shutters outside the apartment window to pressure him to surrender.

The Toulouse prosecutor, Michel Valet, told The Associated Press: “I cannot confirm that the assault has started. It’s not as simple as that. We are waiting.”

Authorities said the shooter, a French citizen of Algerian descent, had been to Afghanistan and Pakistan, where he claimed to have received training from al-Qaida.

They said he told negotiators he killed a rabbi and three young children at a Jewish school on Monday and three French paratroopers last week to avenge the deaths of Palestinian children and to protest the French army’s involvement in Afghanistan, as well as a government ban last year on face-covering Islamic veils.

“He has no regrets, except not having more time to kill more people and he boasts that he has brought France to its knees,” Paris Prosecutor Francois Molins told a news conference.

The standoff began when a police attempt at around 3 a.m. to detain Merah erupted into a firefight. Two police were wounded, triggering on-and-off negotiations with the suspect that lasted into the night.

As darkness fell, police cut electricity and gas to the building, then quietly closed in to wait out the suspect.

Authorities were “counting on his great fatigue and weakening,” said Didier Martinez of the SGP police union, adding the siege could go on for hours. Street lights were also cut, making Merah more visible to officers with night vision goggles in case of an assault.

French authorities ? like others in Europe ? have long been concerned about “lone-wolf” attacks by young, Internet-savvy militants who self-radicalize online since they are harder to find and track. Still, it was the first time a radical Islamic motive has been ascribed to killings in France in years.

Merah espoused a radical brand of Islam and had been to the Afghanistan-Pakistan region twice and to the Pakistani militant stronghold of Waziristan for training, Molins said.

He said the suspect had plans to kill another soldier, prompting the police raid.

The gunman’s brother and mother were detained early in the day. Molins said the 29-year-old brother, Abdelkader, had been implicated in a 2007 network that sent militant fighters to Iraq, but was never charged.

Wednesday’s siege was part of France’s biggest manhunt since a wave of terrorist attacks in the 1990s by Algerian extremists. The chase began after France’s worst-ever school shooting Monday and two previous attacks on paratroopers beginning March 11, killings that have horrified the country and frozen campaigning for the French presidential election next month.

French President Nicolas Sarkozy, who has played up nationalist themes in his bid for a second term, vowed to defend France.

“Terrorism will not be able to fracture our national community,” Sarkozy declared Wednesday on national television before heading to funeral services for the two paratroopers killed and another injured Thursday in Montauban, near Toulouse.

The suspect repeatedly promised to turn himself in, then halted negotiations. Cedric Delage, regional secretary for a police union, said police were prepared to storm the building if he did not surrender.

After bouts of deadly terrorist attacks in France in the 1980s and 1990s, France beefed up its legal arsenal ? now seen as one of the most effective in Western Europe and a reference for countries including the U.S. after the Sept. 11 attacks.

Sarkozy’s office said President Barack Obama called him Wednesday to express condolences to the families of the victims and praise French police for tracking down the suspect. The statement said France and the United States are “more determined than ever to fight terrorist barbarity together.”

In recent years, French counterterrorism officials have focused mainly on al-Qaida in the Islamic Maghreb, the North African affiliate of Osama bin Laden’s network that has its roots in an insurgent group in Algeria, a former French colony.

Molins said Merah’s first trip to Afghanistan ended with him being picked up by Afghan police “who turned him over to the American army who put him on the first plane to France.”

“He had foreseen other killings, notably he foresaw another attack this morning, targeting a soldier,” Molins said, adding also planned to attack two police officers. “He claims to have always acted alone.”

Merah has a long record as a juvenile delinquent with 15 convictions, Molins added.

An Interior Ministry official, speaking on condition of anonymity, said Merah had been under surveillance for years for having “fundamentalist” Islamic views.

During the standoff, police evacuated the five-story building, escorting residents out using the roof and fire truck ladders. The suspect’s apartment was on the ground floor of the postwar building, locals said.

French authorities said Merah threw a Colt .45 handgun used in each of the three attacks out a window in exchange for a device to talk to authorities, but had more weapons like an AK-47 assault rifle. Gueant said other weapons had been found in his car.

“The main concern is to arrest him, and to arrest him in conditions by which we can present him to judicial officials,” Gueant added, explaining authorities want to “take him alive … It is imperative for us.”

Delage said a key to tracking Merah was the powerful Yamaha motorcycle he reportedly used in all three attacks ? a dark gray one that had been stolen March 6. The frame was painted white, the color witnesses saw in the school attack.

According to Delage, one of his brothers went to a motorcycle sales outfit to ask how to modify the GPS tracker, raising suspicions. The vendor then contacted police, Delage said.

The shooter has proved to be a meticulous operator. At the site of the second paratrooper killing, police found the clip for the gun used in all three attacks ? but no fingerprints or DNA on it.

Those slain at the Jewish school, all of French-Israeli nationality, were buried in Israel on Wednesday as relatives sobbed inconsolably. The bodies of Rabbi Jonathan Sandler, his sons Arieh, 5, and Gabriel, 3, and 8-year-old Myriam Monsenego had been flown there earlier in the day.

At the funeral ceremony, Myriam’s eldest brother, Avishai, in his 20s, wailed and called to God to give his parents the strength “to endure the worst trial that can be endured.”

Palestinian Prime Minister Salam Fayyad, meanwhile, denounced the deadly shooting attack at the Jewish school and condemned the link to Palestinian children.

“It’s time for criminals to stop using the Palestinian cause to justify their terrorist actions,” Fayyad said in a statement. “The children of Palestine want nothing but dignified lives for themselves and for all the children.”

Before he was killed last year, bin Laden stressed the importance of focusing on the Palestinian cause. In what is believed to be a draft letter to al-Qaida’s top lieutenant, the al-Qaida leader wrote about the need for the terror group’s affiliates to tie their operations to broad concern for Palestine instead of local grievances, according to declassified documents obtained in last year’s bin Laden raid that were reviewed by the Washington Post.

(AP) ? As the hot-air balloon rose into the blue Georgia sky, skydiver Dennis Valdez remembers seeing a thunderstorm brewing in the distance. Pilot Edward Ristaino seemed concerned but not panicked as he maneuvered the balloon above a field and told the five skydivers to jump.

It wasn’t until Valdez was in midair that he realized how dangerous the weather had become. He looked up and saw Ristaino’s balloon rising into a treacherous-looking storm cloud.

“I thought this wasn’t a good situation for him,” the 36-year-old former Navy officer said, “but there was nothing I can do.”

As lightning spidered across the sky and wind buffeted their parachutes, the five skydivers floated safely to the ground. Ristaino’s balloon, meanwhile, was sucked into the clouds and then sent crashing to the earth about eight miles away. His body was found at the bottom of his gondola Monday, nearly three days after the flight.

“If we would have left a minute later, we would have been sucked into the storm,” skydiver Dan Eaton said.

The group had taken off Friday evening, ascending from a festival in Fitzgerald, Ga., about 175 miles south of Atlanta. From the air, they could see only a haze that soon turned menacing.

“It started off as just a red dot on the radar, and then it mushroomed very quickly into a big storm,” said Ben Hill County Sheriff Bobby McLemore. “This one just popped up out of the blue.”

As the storm brewed, the 63-year-old Ristaino spotted a 15-acre clearing and told the skydivers to get out. Three skydivers jumped first, followed shortly after by Valdez and a buddy from about 5,200 feet.

“At least with a plane you can turn around. Or even a helicopter. We were at Mother Nature’s mercy and we had nowhere to go,” Eaton said. “It was just houses and power lines and trees below us. Then he found a 15-acre field and he says, ‘There you go. Get out.’”

Eaton said he didn’t realize how bad the storm had become until he landed and looked up to see lightning cracking and winds howling.

“That’s when we started getting nervous,” Eaton recalled. “I just said, ‘That’s turned into something bad.’”

An updraft took Ristaino into the clouds, 17,000 or 18,000 feet up, he told his ground crew via walkie-talkie. Then the storm apparently collapsed the balloon and twisted it into a streamer. He radioed in his altitude changes as he free-fell, apparently hoping to aid ground crews.

“He told them he was in trouble,” the sheriff said. “He didn’t think he was gonna make it. He kept counting down.”

In his last transmission, he said he was at 2,000 feet and saw trees beneath him, the sheriff said.

Sunday evening, Valdez was holding out hope that the pilot was still alive, his basket perhaps hanging from a tree in the heavily wooded area.

After searching the pines and other woods with helicopters, airplanes, horses and all-terrain vehicles, crews found Ristaino’s body Monday afternoon. The storm’s chaotic crosscurrents had complicated searchers’ efforts to figure out where the balloon crashed.

Ristaino operated a balloon sightseeing company out of his home in Cornelius, N.C., about 20 miles north of Charlotte. He was described as a superb balloonist, and his passengers said Ristaino was also an accomplished skydiver himself.

“He could take that balloon, blow it up in his front yard and take it up, missing all those power lines and everything,” said Carole White, a neighbor. “He’s been doing this for years and years. He loves it.”

Eaton, who had flown with him about a half-dozen times before, said Ristaino had expertly navigated his passengers through other rough conditions.

“I’ve seen him put the balloon down in someone’s front yard,” he said. “That takes skill.”

His passengers were still shaken up on Monday with the news that Ristaino’s body had been found.

Valdez said he would have strapped the pilot in with him when he jumped had he realized how dire the situation was. And Eaton said he would always owe a debt to the pilot who put his passengers’ safety first and ultimately gave his life.

“None of us ever thought this would be the outcome,” he said.

BANGKOK (AP) ? Asian stock markets inched higher Monday as good news about the U.S. economy helped maintain enthusiasm for riskier assets while a weaker yen improved the outlook for some of Japan’s companies.

Benchmark oil rose remained above $107 per barrel while the dollar was slightly higher against the euro and the yen.

Further evidence from the U.S. last week that its economic recovery is gaining strength continued to buoy stocks in Asia. The U.S. is a crucial market for the region’s exporters.

The Dow Jones industrial average is up 8.3 percent this year, and the Nasdaq on Friday broke through 3,000 for the first time since the dot-com days more than a decade ago.

On top of that, the debt maelstrom engulfing some of Europe’s economies appears to be easing. On Monday, Greece is expected to get an installment of an emergency international bailout to help keep the country afloat while it overhauls its economy.

“Global markets are, healthily enough, no longer obsessed with the minutiae of the eurozone sovereign debt crisis,” Herve Goulletquer of Credit Agricole CIB wrote in an email.

The Nikkei 225 index in Tokyo continued its recent upward march, adding 0.3 percent to 10,156.59. The Nikkei has risen four sessions in a row and closed at a seven-month high Friday.

Japanese stocks benefited as the yen continued its retreat from record highs against the dollar. A weaker currency helps Japanese firms sell goods abroad and raises the value of repatriated profits.

Hong Kong’s Hang Seng index gained 0.3 percent to 21,374.96 as investors awaited 2011 earnings from about a dozen blue chip companies this week. South Korea’s Kospi rose 0.5 percent to 2,044.89 and Australia’s S&P ASX/200 climbed 0.5 percent to 4,297.40. C

China’s Shanghai Composite Index was down 0.3 percent at 2,398.06.

Falling home prices and weak trade in the first two months of 2012 kept Chinese investors’ verve in check. New home prices dropped in 45 cities in February, the official Xinhua News agency said, the result of government policies intended to cool property speculation.

The People’s Bank of China has already signaled that there is room to lower the level of reserves Chinese banks are required to hold ? a move that would free more money for lending to businesses and boost the slowing economy.

“After all this economic data, I strongly believe the central bank of China will have another cut on its reserve ratio requirement,” said Dickie Wong, executive director for research at Kingston Securities Ltd. in Hong Kong.

Rising oil prices dented the outlook for airlines, whose fortunes are closely linked to the cost of fuel. Taiwan’s EVA Airways fell 2.5 percent and Korean Air Lines Co. was down 2.4 percent.

Benchmark oil for May delivery was up 24 cents to $107.30 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose $1.95 to finish at $107.06 per barrel.

The euro fell to $1.3166 from $1.3171 late Friday in New York. The dollar rose to 83.39 yen from 83.36 yen.
