The position taken by the governing National Action Party, the former ruling Institutional Revolutionary Party and the smaller Green party were the latest chapter in a decade-long struggle to increase women’s participation in Mexican politics.

The announcement comes, ironically, as President Felipe Calderon’s National Action Party is the country’s first major political party to nominate a female candidate for the presidency. Josefina Vazquez Mota is running No. 2 in opinion polls, but generally trails the Institutional Revolutionary Party’s candidate by about 10 points.

Leonardo Valdes, the president of Mexico’s federal electoral institute, said the three parties had notified him Thursday and Friday that they couldn’t meet the requirement.

Valdes said the parties could face “various legal consequences that would affect their participation” in July 1 presidential, senatorial and congressional elections, but did not specify what those consequences might be.

Federal Electoral law says authorities can refuse to register slates of candidates that don’t include enough women.

However, the three parties argue that they filled some of their candidacies by primary votes and note that another legal provision exempts candidacies selected in that manner from the gender quota.

Mexico’s other large party, the leftist Democratic Revolution Party, appeared ready to comply with the quota.

Mexican parties have struggled to comply with at least the letter of the law since gender requirements were first enacted a decade ago.

Some have been know to run the wives or girlfriends of male politicians for Congress, with the husbands or boyfriends listed as “deputy” or “reserve” replacements should the candidate resign. Upon winning election, the women ? known popularly as “Juanitas” ? promptly resign or take a leave of absence and allow the men to take their seats.

“I don’t speak to Mike in general,” he admitted. “So I haven’t spoken to him. I don’t have a sense of how he’s doing now. But I wish him all the best.”

Guadagnino shot down chatter that both Snooki and The Situation will be phased out of the show given both of their life-changing circumstances.

“I don’t know if they will be there or not,” he said. “But I have a great feeling that they’re both going to be back there and nothing will change.”

Interior Minister Claude Gueant said the suspect, who claimed links to al-Qaida, jumped out after police entered the apartment Thursday and found him holed up in the bathroom.

The death of Mohamed Merah, 23, ended a more than 32-hour standoff with an elite police squad trying to capture him alive. Merah was wanted in the deaths of seven people, three paratroopers, three Jewish schoolchildren and a rabbi, all killed over 10 days. Another student and another paratrooper were wounded in his attacks.

Police said, during hours of negotiations Wednesday when the standoff first began, Merah admitted to being proud of the seven slayings he carried out in three motorcycle shooting attacks around the southwestern city of Toulouse. They are believed to be the first killings inspired by Islamic radical motives in France in more than a decade.

Authorities said Merah, a French citizen of Algerian descent, espoused a radical form of Islam and had been to Afghanistan and the Pakistani militant stronghold of Waziristan, where he claimed to have received training from al-Qaida.

Elite police squads set off sporadic blasts throughout the night and into the morning ? some blew off the apartment’s shutters ? in what officials described as a tactic aimed to pressure Merah to give up. A new set of detonations, known as flash bangs, resounded at 10:30 a.m. (0930 GMT), portending the end to the standoff.

“The killer came out of the bathroom, firing with extreme violence,” Gueant said, adding that the RAID squad had “never seen an assault like it.”

The volley of gunfire resounded throughout the neighborhood Thursday morning, and two police officers were wounded in the firefight.

Gueant said police “went in by the door, taking off the door first. They also came in by the windows.”

He said police used special video equipment to search the second-floor apartment but found him nowhere, until the special instruments surveyed the bathroom.

“The killer came out” firing “with extreme violence,” Gueant told reporters. Police “tried to protect themselves and fired back.”

“Mohamed Merah jumped out the window, gun in hand, continuing to fire. He was found dead on the ground,” Gueant said.

Gueant said the suspect had told the police Wednesday night that he would not surrender and that he would kill police if they try to arrest him.

That was the turning point in the decision to move in, the minister said.

Holed up alone in an otherwise evacuated apartment building, Merah clung to his few remaining assets, like a small arsenal and authorities’ hopes of taking him alive. On Wednesday, he appeared to toy with police negotiators ? first saying he would surrender in the afternoon, then saying he would surrender under the cover of darkness, then reneging on those pledges altogether.

Police said Merah told negotiators he killed a rabbi and three young children at a Jewish school on Monday and three French paratroopers before that to avenge the deaths of Palestinian children and to protest the French army’s involvement in Afghanistan, as well as a government ban last year on face-covering Islamic veils.

French authorities ? like others across Europe ? have long been concerned about “lone-wolf” attacks by young, Internet-savvy militants who find radical beliefs online, since they are harder to find and track.

“Lone wolves are formidable adversaries,” Gueant said.

He defended France’s efforts to fight terrorism over the past decade, saying 700 people have been detained and about 60 “Islamists with terrorist tendencies” are currently in French prisons.

Even before Merah’s death, the lawyer who had defended him for years on a series of criminal charges predicted a dramatic and somber end to the standoff.

“He wants to show he is exceptional, omnipotent, and this approach can only end up as something tragic,” Christian Etelin said on news channel i-Tele on Thursday.

He said Merah had tried to join the military but was rejected. He said Merah was also disillusioned after a string of convictions for petty crimes and after efforts to reduce his sentences through work programs failed.

“He felt rejected by the periods of detention he was handed out, and for his wish to defend France in the army. Now, he is in a process of hate,” Etelin said.

Police said they had to capture Merah to prevent more deaths.

“He has no regrets, except not having more time to kill more people, and he boasts that he has brought France to its knees,” prosecutor Francois Molins told a news conference Wednesday.

Molins said Merah had plans to kill another soldier, which prompted the first police raid at around 3 a.m. Wednesday. After that erupted into a firefight, wounding two police, the standoff dragged on, with on-and-off negotiations with the suspect that lasted through the night.

While Romney focused his?victory speech on a general election showdown with President Obama and his top strategist Eric Fehrnstrom called on other candidates to “step aside,” the Republican primary seems destined to continue at least through April 3, when Wisconsin, along with Maryland and the District of Columbia, heads to the polls. It is there that Romney will have a real chance to end what has been a long, drawn-out primary.

With a 300 delegate lead over his closest rival, Rick Santorum – 563 to 263 – Romney, as evidenced by his speech in Schaumburg, is eager to focus his attacks on Obama rather than his fellow Republican hopefuls. Romney’s resounding triumph in Illinois – he took 47 percent of the vote compared?with 35 percent for Santorum, a difference of more than 100,000 votes – gives the former Massachusetts governor a compelling argument for Santorum, Newt Gingrich and Ron Paul to exit the race. But not one of the three has shown any inclination to do so. Gingrich and Paul, at this point, have become irrelevant in the primary, but Santorum still holds out faint hope of making a comeback.?If he is to pull that off,? he has to score an unexpected victory in the very near future.

?Santorum, it seems, will likely win in Louisiana on Saturday, but that will do little to change the momentum of the race. Come April 3, the former Pennsylvania senator will be hard-pressed to find a lot of support in Maryland and is not even on the ballot in D.C. After that, the next round of primaries does not take place until April 24, when New York, Connecticut, Delaware, Rhode Island and Pennsylvania all vote. Only Pennsylvania is? remotely friendly territory for Santorum, but even?there the voters ?kicked him out of the Senate after?one term. It’s not exactly a great home-field advantage.

That all makes April 3 in Wisconsin the last best chance for Santorum to get back into the race. Win the Badger State and Santorum will be back in the conversation, at least until April 24. Lose, and he will merely be an afterthought going forward, a dead man walking. Santorum will waste little time in making his case to Wisconsin voters. He heads there Saturday to address a conference in Milwaukee. Romney is also expected to visit the state later this month, while his wife, Ann, will campaign in Madison and Milwaukee on Thursday.

If past is prologue, Santorum will know that the road ahead is an uphill climb. In the past three Midwestern states to vote – Illinois, Ohio and Michigan – Santorum has suffered crucial defeats. In each state, Romney had better organization and far more money, a lethal combination for his rivals. In Illinois, for instance, Santorum failed to qualify for the ballot in four of the state’s 18 congressional districts and was outspent by an eight to?one ?margin statewide and a 21 to one margin in the Chicago area. Making matters worse, Santorum did himself no favors by declaring that he did not care about the unemployment rate – this in a state where the jobless rate is a full point higher than the national average. What had once appeared to be a close race in Illinois ended up being anything but.

?Romney and his allies have already started to flex their financial muscle in Wisconsin. His super PAC – Restore Our Future – has bought around $1.3 million worth of airtime in the state, with ads on the air dating back to March 15. The Santorum campaign, by contrast, has? shelled out only $54,000 in Wisconsin to date, and his super PAC – the Red, White and Blue Fund – has yet to spend a dime there.

That does not bode well for Santorum’s chances in a state that has 42 delegates on offer and the potential to snuff out any hope he has of pulling off a shocking upset. Another factor working against him is that Romney is viewed as the favorite in Waukesha County, a wealthy, educated area just to the west of Milwaukee. Romney so far has used his strength in the most urban areas of Illinois, Michigan and Ohio to catapult him to statewide victories. In Illinois, it was the Chicago area. In Michigan, around Detroit. And in Ohio, Cleveland, Cincinnati and Columbus. In Wisconsin next month, Romney will hope to replicate that magic in Milwaukee and Madison.

Do not be surprised if he succeeds. And if Romney does take the Badger State – as well as D.C. and Maryland that same day – then it will be fair to declare the GOP race over once and for all, even if Santorum, Gingrich ?and Paul continue to argue otherwise.
