RAMALLAH, Palestinian Territories (AFP) ? Scores of Palestinian police on Thursday raided the Ramallah home of ex-strongman Mohammed Dahlan who is under investigation for murder and corruption.
Witnesses in Ramallah’s Al-Tirah neighbourhood said a large number of police and security forces had surrounded his home at 7:00 am (0400 GMT) before forcing their way in and arresting around 10 of his bodyguards.
They were also seen removing weapons, files and computers from his house, as well as the former internal security minister’s two bullet-proof cars.
Dahlan, who continues to hold parliamentary immunity as an elected member of the Palestinian Legislative Council, was understood to have been locked in a room of his house while security forces conducted the searches.
A neighbour told AFP he heard security forces checking weapons in the house.
“I heard loud noises of weapons being checked and examined and I think they were weapons that were confiscated from Dahlan’s house and they were being checked to make sure they did not have bullets in them,” he said.
By 9:30 am (0630 GMT), the raid on the house was over, witnesses said, but police forces continued to surround the residence, controlling the flow of people into the house. Dahlan was apparently still inside the house.
Last month, Dahlan was expelled from the ruling body of president Mahmud Abbas’s Fatah party over allegations of financial corruption and murder.
The raid was launched a day after officials at the Fatah Central Committee (FCC) said they had decided to refer his case to the attorney general and the anti-corruption commission.
Also on Wednesday, a Fatah court rejected an appeal by Dahlan against his expulsion from the party.
In its ruling, the court found that a June 12 decision by the FCC to expel Dahlan from the party was justified, thereby overturning his appeal, court official Jamal Muheisen told AFP.
The FCC decision to expel him must now be approved by a two-thirds majority of the Fatah Revolutionary Council.
Last month, the FCC had also backed a decision to extend the mandate of the committee probing Dahlan’s affairs, allowing to look into the affairs of his friends and associates.
Dahlan, who once held the internal security portfolio and was head of Gaza’s powerful security forces, was formerly a leading figure within the secular Fatah movement which controls the Palestinian Authority.
Known for his fierce opposition to the Islamist Hamas movement, Dahlan led a merciless crackdown on the group in the 1990s, rounding up thousands of Islamists who refused to recognise the legitimacy of the newly-created Palestinian Authority.
But he fell from grace in June 2007 after the humiliating rout of his forces by Hamas fighters during days of fierce street battles in Gaza, which saw the Islamist faction expel Fatah forces from the territory.
Two years later, he returned to the political stage when he was elected to the FCC in August 2009.
But in December 2010, he was suspended from the committee which said it had set up a commission of inquiry to examine his finances and claims he tried to set up a personal militia.

Aeterna Zentaris Inc. (NASDAQ: AEZS) (TSX: AEZ) (the ?Company?) announced the completion of patient recruitment for the ongoing Phase 3 trial with perifosine in refractory advanced colorectal cancer. The trial, involving over 430 patients, is being conducted pursuant to a Special Protocol Assessment (SPA) with the Food and Drug Administration (FDA) and with Fast Track Designation. It is sponsored by Keryx Biopharmaceuticals, Inc., (Keryx), (NASDAQ: KERX), Aeterna Zentaris? licensee for perifosine in North America. Perifosine is a novel, potentially first-in-class, oral anticancer drug candidate that inhibits Akt activation in the phosphoinositide 3-kinase (PI3K) pathway.
Juergen Engel, Ph.D., Aeterna Zentaris President and Chief Executive Officer, commented, ?We wish to congratulate our partner Keryx and thank all those involved in reaching this key patient recruitment milestone within a 16-month timeframe. We now look forward to the completion of this pivotal Phase 3 trial in order to potentially provide an additional treatment to refractory advanced colorectal cancer patients.?
Phase 3 Trial Design
The Phase 3 trial, entitled the ?X-PECT? (Xeloda? + Perifosine Evaluation in Colorectal cancer Treatment) trial, is a randomized (1:1), double-blind trial comparing the efficacy and safety of perifosine + capecitabine vs. placebo + capecitabine in over 430 patients with refractory advanced colorectal cancer. Patients must have failed available therapy including 5-fluorouracil (5-FU), oxaliplatin (Eloxatin?), irinotecan, bevacizumab (Avastin?) and, if KRAS wild-type, failed prior therapy with cetuximab (Erbitux?) and/or panitumumab (Vectibix?). The primary endpoint is overall survival, with secondary endpoints including overall response rate (complete + partial responses), progression-free survival and safety. Approximately 360 events of death will trigger the un-blinding of the study.
Dr. Johanna Bendell, Director of GI Oncology Research for the Sarah Cannon Research Institute, Nashville, Tennessee, is Study Chair for the Phase 3 investigational team. Dr. Cathy Eng, Associate Medical Director for the Colorectal Center at MD Anderson Cancer Center in Houston, Texas, is the Lab Correlative Study Chair leading the biomarker analyses. Sixty-five U.S. sites are participating in the study.
About Colorectal Cancer
According to the American Cancer Society, colorectal cancer is the third most common form of cancer diagnosed in the United States. It is estimated that over 141,000 people will be diagnosed with some form of colorectal cancer with over 49,000 patients dying from colorectal cancer in 2011. Surgery is often the main treatment for early stage colorectal cancer. When colorectal cancer metastasizes (spreads to other parts of the body such as the liver) chemotherapy is commonly used. Treatment of patients with recurrent or advanced colorectal cancer depends on the location of the disease. Chemotherapy regimens (i.e. FOLFOX or FOLFIRI either with or without bevacizumab) have been shown to increase survival rates in patients with advanced colorectal cancer. Currently, there are seven approved drugs for patients with advanced colorectal cancer: 5-fluorouracil (5-FU), capecitabine (Xeloda?), irinotecan, oxaliplatin (Eloxatin?), bevacizumab (Avastin?), cetuximab (Erbitux?), and panitumumab (Vectibix?). Depending on the stage of the cancer, two or more of these types of treatment may be combined at the same time or used after one another. For example, FOLFOX combines 5-FU, leucovorin and oxaliplatin and FOLFIRI combines 5-FU, leucovorin and irinotecan. Bevacizumab, a VEGF monoclonal antibody, is commonly administered with chemotherapy. Typically, patients who fail 5-FU, oxaliplatin, irinotecan, and bevacizumab-containing therapies, and who have wild-type KRAS status receive EGFR monoclonal antibody therapy with either cetuximab or panitumumab. Once patients progress on these agents, there are no further standard treatment options.
About Perifosine
Perifosine is a novel, oral anticancer treatment that inhibits Akt activation in the phosphoinositide 3-kinase (PI3K) pathway. The product works by interfering with membranes of cancer cells thereby inhibiting Akt signaling which then affects cell death, growth, differentiation and survival. Perifosine, in combination with chemotherapeutic agents, is currently being studied for the treatment of multiple myeloma, colorectal cancer and other cancers, and is the most advanced anticancer agent of its class. Perifosine, as monotherapy, is being explored in other indications. The FDA has granted perifosine orphan-drug designation in multiple myeloma and neuroblastoma, and Fast Track designations in both multiple myeloma and refractory advanced colorectal cancer. Additionally, an agreement was reached with the FDA to conduct the Phase 3 trials in both of these indications under a Special Protocol Assessment. Perifosine has also been granted orphan medicinal product designation from the European Medicines Agency (EMA) in multiple myeloma. Furthermore, perifosine has received positive Scientific Advice from the EMA for both the multiple myeloma and advanced colorectal cancer programs, with ongoing Phase 3 trials for these indications expected to be sufficient for registration in Europe. Perifosine rights have been licensed to Keryx for North America, to Yakult Honsha for Japan and to Handok for Korea.

SEOUL (Reuters) ? A high-ranking North Korean diplomat plans to visit New York later this week for talks with United States officials, U.S. Secretary of State Hillary Clinton said Sunday.
“The United States has invited North Korean Vice Foreign Minister Kim Kae-gwan to New York later this week,” Clinton said in a statement.
Kim will meet U.S. officials for discussions on the next steps necessary to restart denuclearisation talks, she said.
Kim’s visit will come a week after a surprise meeting on Friday between the North and South Korean top nuclear envoys on the sidelines of a key Asian regional security forum in Indonesia, and the next day’s brief encounter between the two Korean foreign ministers.
“(The New York meeting) will be an exploratory meeting to determine if North Korea is prepared to affirm its obligations under international and Six Party Talk commitments, as well as take concrete and irreversible steps toward denuclearization,” America’s chief diplomat Clinton said.
Washington and Beijing have agreed on a three-stage process to resume so-called six-party talks, which also involve Russia and Japan. The first stage is the two Koreas engaging bilaterally, the second involves talks between the North and the United States, and the third stage is the six-party talks.
The contacts at the Association of Southeast Asian Nations (ASEAN) summit were interpreted as hinting at a progress toward unblocking the deadlock in inter-Korean relations.
Officials in Seoul were not immediately available for comment.
Kim was North Korea’s chief nuclear negotiator for years before being promoted last year.
